In the course of the war, the Vietminh developed an extensive school system, partly in Vietnam and partly in Red China. There were schools for the various weapons, and two schools—at Ha Giang and Bac Kan—trained officers for regimental duty. Even before the Red Chinese reached the border, some men had been trained in the Communist-held areas of China, and a few had been trained by the Chinese Nationalists. However, as the Vietminh began to form regiments and to think in terms of division-size forces, their training needs VIETMINH PERSONNEL AND LOGISTICS 33 grew.

The need for practical experimentation under atypical war conditions further contributed to this state of flux. In the course of time, small guerrilla groups grew into modern divisions, which in turn underwent modifications. The simple guerrilla command of 1944, after numerous changes, became the complex general staff of 1954. The political organization within the army, cautious and limited in its powers of control during the first years of struggle, ultimately developed into a highly influential organism.

The rate of development from there on was such that, even without Chinese aid, line divisions would soon have been created. However, the substantial Chinese aid that began coming in during 1950 assured better equipment and speeded the formation of larger units. Toward the end of the war, there were six divisions and several regiments in North Annam. 20 COMMUNIST REVOLUTIONARY WARFARE The first Vietminh divisions (in 1950) were good-size units of approximately 15,000 men. They appear to have had a very high proportion of combat soldiers classified as assault troops and firepower troops, and to have contained relatively small command and service elements.
